Small for profit businesses, whose owners are part of a social and economic disadvantaged group that possess at least a 51% of the enterprise and control the daily operations and administration, are certified under the Disadvantaged Business Enterprise Program (DBE). This Program guarantees that there will be no discrimination in the awarding and administration of contracts with federal funds.
